Scotland’s Bravest Manufacturing Company (SBMC), part of RBVE’s Social Enterprise, welcomes the publication of the Community Wealth Building (Scotland) Act 2026 – a landmark development that will reshape how economic wealth is generated, circulated, and retained across Scotland’s local and regional economies. The Bill, which was passed on 10th February 2026 and became an Act on 25th March 2026, positions Scotland as the first country in the world to introduce national Community Wealth Building legislation and marks a major step forward in fair, inclusive, community‑focused economic reform.
The Act establishes a statutory framework requiring Scottish Ministers to publish a national Community Wealth Building statement, and for local authorities and relevant public bodies to develop and implement Community Wealth Building action plans aligned with national economic objectives. Public bodies must now embed Community Wealth Building principles across procurement, employment, land use, ownership models and investment – creating a more resilient and equitable economy driven by local benefit.
SBMC’s Role in Supporting Scotland’s Public Sector
Last week, SBMC, part of RBVE, hosted colleagues from the Scottish Government to discuss the Act’s implications and review progress on the Scottish National Supported Businesses Dynamic Purchasing System (DPS). The visit demonstrates a shared commitment to strengthening opportunities for supported businesses and maximising the social value achieved through public sector procurement.
As a supported business and social enterprise, SBMC is fully prepared to help public bodies meet their obligations under the new legislation. Through RBVE’s wider social enterprise mission, SBMC provides high‑quality, socially responsible signage and procurement services that reinvest economic value into communities by creating meaningful employment, training and volunteeropportunities for veterans and people with disabilities. This work directly supports the Act’s ambitions to tackle inequality, promote fair work, and diversify economic participation.
Strengthening Local Economies Through Social Value
The Act reinforces the essential role of supported businesses like SBMC by requiring public bodies to strengthen local supply chains, create fair and secure employment, support social enterprises, prioritise community‑centred outcomes, and ensure transparency and measurable impact across procurement.
This legislative shift presents a significant opportunity for public spending to deliver lasting local benefit and reduce inequalities across Scotland. SBMC’s service model and social value‑driven approach align fully with these aims, offering a compliant and socially impactful procurement route that helps public bodies achieve meaningful Community Wealth Building outcomes.
